Email: dipankar_icar@yahoo.com; Cell: +91-8902069001 Dipankar Saha (D Saha) is an Agriculture Research Service (ARS) Scientist of Indian Council of Agriculture Research and served various national and international institutes like National Academy of Agriculture Research Management, Hyderabad; National Bureau of Plant Genetic Resources (both at New Delhi and Shillong); Indian Grassland and Fodder Research Institute, Jhansi; Central Research Institute for Jute and Allied Fibres (at Kolkata, Assam and Orissa) and presently working with Central Arid Zone Research Institute (at Jodhpur and Ladakh). Before ARS, he has worked at Central Institute of Freshwater Aquaculture (the then FAO/NACA Lead Centre), Bhubaneswar in aquaculture biotechnology. He has also worked with International Centre for Development Oriented Research in Agriculture (ICRA), Wageningen, The Netherlands and as Economic and Social Research Council (ESRC)-UK Bright Idea Visiting Fellow at University of Edinburgh, UK. He has also been awarded with prestigious Erasmus Mundus Fellowship during 2008-09 and 2009-10 from European Commission. He has also been elected as Fellow of Linnaean Society (FLS-London) in 2012. He has also been elected as a Fellow of UNESCO Asia Pacific School of Ethics. His work has also made a substantial contribution to public policy at the international level. He is serving as a member of many professional societies and other public bodies. He was awarded and honoured for contributions to research and policy formulations in these fields. Masters (MSc) in Botany (ecology, economic botany, phycology, microbiology, and molecular genetics group) with first class (grade “A”) from the UGC Centre for Advanced Studies in Botany, Burdwan University, India under the mentorship of Professor P. Sarma FLS, a student of Prof. Chapman of Auckland University, New Zealand. Subsequently another master level program (1050 clock hours) on Coastal and Marine Resource Management in the line of UNEP OCA/PAC with first class (grade “A”) with subjects like Geography and Marine Climatology, Physical Oceanography, Chemical Oceanography, Biological Oceanography & Living Resources Management, Marine Pollution Monitoring Technology, Coastal Resources Management and Conservation of Renewable Marine Resources with Field Training and Individual Thesis Works [Dissertation Title “Effects of Crude Oil (Cranckase Type) on CO2 Assimilation, Pigment Composition and on Morphology of a Subtidal Algae, Chaetomorpha linum L.”]. At present stationed with Regional Research Station of ICAR-Central Arid Zone Research Institute at Leh, Ladakh as a Senior Scientist (Associate Professor rank) and the role in the organization is to develop and implement research and developmental activities pertains to understand ecosystem; biodiversity conservation, informatics and communications; bioethics, environmental ethics; policy perspectives, especially understand and defining the interfaces between ecology and society wherein the indigenous/common people are playing an important role in decision process and thereby in policy making etc.; managing, administering and governing the regional research station mandate to address the issues and aspects in the overall context of cold arid mountain ecosystem of western Himalaya falling within Ladakh region of India. Member of the working/consultative group on “Ethical Frameworks for Research Agendas and Policy in Environmental Ethics” under an international project “Ethics and Climate Change in Asia and the Pacific (ECCAP) Project” of RUSHSAP, UNESCO, Bangkok. Contributed towards many international projects like “The Behaviourome/mental map programme”, New Zealand and Japan (in the areas of Bioethics-IPR-Agriculture) and worked as a member of the consultative group on “Ethical Frameworks for Research Agendas and Policy in Environmental Ethics” under an International programme “Ethics and Climate Change in Asia and the Pacific (ECCAP) of UNESCO. Tried very humbly to initiate my thought process in the broader areas of Environmental Ethics and Sustainability (Bioethics & Bio-diplomacy) and specifically in Policy Researches on Biodiversity Conservation & Governance in Asia and Pacific Regions during last two decades as the international biodiversity diplomacy (bio-diplomacy) has undergone deep changes in both its nature and scope. The contributions are very specifically in the form of research (theoretical, applied), recommendations to various related national/international bodies/forum/communities/research centres/universities and also including extension researches in various agro-ecological situations of India through ICAR. Creating the effective links between ethical studies on climate change and biodiversity to come out with some international initiatives (being a member of the consultative group on developing the “Ethical Frameworks for Research Agendas and Policy in Environmental Ethics” under an International programme “Ethics and Climate Change in Asia and the Pacific (ECCAP) of UNESCO) through some policy publications of UNESCO like [Saha, D. 2008.
